Jill Khadduri is a principal associate at Abt Associates. Dr. Khadduri has been a senior member of many research teams studying policies to address homelessness.  She and her colleagues recently measured the extent to which people across the Los Angeles region gained access to housing vouchers and were successful in using them to leave homelessness.  Other current studies focus on people experiencing homelessness in encampments and on programs that provided non-congregate shelter in hotels during the public health emergency caused by COVID-19.  Khadduri is co-author, with Marybeth Shinn, of a comprehensive assessment of homelessness, In the Midst of Plenty: homelessness and what to do about it.  She has been co-principal investigator for the Annual Homeless Assessment Report since 2007 and is a member of the Research Council of the National Alliance to End Homelessness.
